Horse waste disposal

Hi all.
I am new to the site and came across it searching a specific query.
I own a parcel of land, previous use was equestrian so not classed as agricultural, Next to a plot where the owner keeps polo ponies.
The owner has been tipping all their fresh muck with horse hair and wood shaving bedding on the hedge just their side of the the boundary which separates our two plots. It is easily visible and on a sunny day or wind or breaker in the wrong direction stinks and flies everywhere and is directly behind our barn and hardstanding which is our most used area.
I know this is the countryside but before I go further I wanted to know if it’s acceptable.
The horse waste and shavings and hair are fresh and in no way composted.
I would very much appreciate some factual responses.

Horse muck is classed as waste and needs a licensed carrier to remove it from site, or payment in beer tokens.
If it stays on site it needs no paperwork.
Offer to spread it on your property for an exchange of beer tokens to reduce the smell?

Thanks Nearly I don’t want it on my land I want to tidy my place up a bit this year. They don’t spread it on the fields because they have horses grazing but tip it along the hedge. I can’t believe that would acceptable. I am trying to find the correct facts before I approach them again.
We used to have horses and had a muck heap and paid to have it disposed of.

What are you worried about the shavings and hair doing to you??
It’s not a massive plot in agricultural terms but the boundary is very close to my building it’s the smell and flies on a warm or sunny day.
mom trying to get the facts as I thought it had to disposed of properly as fresh waste is not good for either soil or plants and I believeThe enviroment agency don’t like it either.

Are they just storing up the fresh muck until they have a trailer load which is then taken away ? Or is there years and years worth which is slowly turning into a muck mountain which they clearly have no intention of moving ?
If the latter then you may have a case for nuisance, if the former then they probably doing nothing wrong.

Who owns the hedge? If its your hedge you can express your concerns that the action may be detrimental to the health of the hedge. If it is their hedge and the muck is kept on their side of the boundary then its not very neighbourly but probably not illegal. You could just start a polite conversation to say you are finding the flies and smell a problem and would it be possible to store the manure elsewhere on the holding.

If that's all you got to worry about consider yourself very lucky
James Henry don’t consider myself lucky to have waste dumped less than 5m from where we spend a good part of our day.
I was hoping to get some facts as to if its acceptable or even aloud so I can broach the subject with my neighbour with facts to hand. As one of my previous replies when we kept horse on our land we had a muck heap which we had removed regularly.

It’s just fresh horse bedding dumped on the bushes who also belong to them but form the boundary and only 5 m from our barn.

From the way you go on I was expecting to see some steaming dung pile of alpine proportions.

The pictures you have posted just show a few fork fulls of horse muck and hair. Your neighbour could well say he is feeding and mulching the young trees in the pictures. Whatever he'sdoing, I can't see any evidence that he's doing anything wrong.

He may well be doing something you don't like, but then again, he might not like having you as a neighbour for some reason , but that's life. Get used to it
