Or seized solidTorx bit or allen key, but as already mentioned the threads should be loose when the head falls off, well in theory anyway.
What no ones said is most cap screws like that are 12.9 grade standard bolt is 8.8.
Cobolt drill bits will drill it fine. If you got hss bits then you will need a very good brand no cheap ones would last long.

From what I can see on the internet it is a "Ground Shoulder Screw",I have had a job to find a supplier, "Elesa" is the best so far.
