How does a non government organisation claim to know my BPS area?

As the title I've had a non government organisation claim to know the area I claim on my BPS forms as they are claiming it is different to the area I've put on another form. Is this possible? Is this info freely available or available to anyone if they pay? I am aware of the very inaccurate website that's been around for years which was setup by someone against subsidies in general but this felt like they thought the info was accurate.
