My E series 60'' Howard ''Selectatilth''series 111 has its slip clutch in the same place.It has a cover over the top of that section of rotor which hides and protects the clutch. Haven't ever actually seen the clutch but the cover is a giveaway as it's a larger diameter than the rest of the rotor tube.Same pto input shaft as above and a slip clutch here was optional.Also has a lever for engaging/disengaging the gearbox for tractors that have to have the pto running for hydraulics to work...

Has anyone ever seen anything like this
That is not a slip clutch, it's just a rubber cushion
The slip clutch goes onto the gearbox input

Just found a bit about them on the web and it seems mine doesn't have a slip clutch below the cover after all but has a rubber cushion drive instead. Its an E series Mk3 with the option of a clutch on the PTO shaft... which it doesn't have.The info also suggests the OPs is a Mk 1 and is the only one fitted with the clutch on the rotor and is only single speed and not Selectatilth... unless it's been modified over the years.
