Hows best to touch up this paintwork?

What is the item and how bad is it? Can you get someone to dip and prep it properly, it shot blast it etc or is the item not worth the kerfuffle?
Hit it with a wire wheel on a grinder to take all the flakey sh*t off and get it down to shiny metal, rub down the surrounding area with some 240 grit paper, clean it with wax & grease remover, spray some kind of rust killing metal primer on (see your local hardware store), spray top coat of your choice.
Don't brush anything, just use spray cans.

The Health and Safety Executive for Northern Ireland (HSENI) alongside the Farm Safety Partnership (FSP), has named new farm safety champions and commended the outstanding work on farm safety that has been carried out in the farming community in the last 20 years.
Two of these champions are Malcom Downey, retired principal inspector for the Agri/Food team in HSENI and Harry Sinclair, current chair of the Farm Safety Partnership and former president of the Ulster Farmers’ Union (UFU).
