I.H 784 engine rebuild

You can just about see the PTO lever in the second picture, looks like it's on.
Have tried but with no luck, must be a mechanical problem, when engine is running it can be turned by hand (dangerous I know) a half a turn but springs back again, when the engine is off it can be turned half a turn either way & comes to a "clunk" stop.

Completely forgot a photo but had a new one on me moment earlier this week and was wonering if anyone else had seen similar. Doncaster IH two wheel drive steering not working at all. Oil flow to the ram so stripped the ram, the seal holder in the centre of the rod had moved about an inch or more and both the oil holes were at the same side of the cylinder therefore circulating the oil. Had to press it back to place with just over 5tonnes effort on the gauge. Anyone seen similar or what would cause it? Should the PRV in the orbitol unit not protect agains possible shock loading of the steering?
