Not really, the decision is quite clear that the building should be reasonably capable of being converted - i.e. structurally sound and not requiring an unreasonable amount of replacement. It's also clear that the decision isn't intended to be used as evidence for other cases.

That building is a masterpiece compared to some that have been granted permission in South Cambs, I know of one that was literally 2nd hand telegraph poles straight into earth with corrugated iron attached that was granted part Q, entire structure pushed down and replaced with new build.

Every man and his dog has class q on steel framed buildings in this neck of the woods, the only caveat seems to be so many dwellings per sq meter. I'm a bit torn o the matter tbh, there is, as there always has been, a need to build houses on farms for young folk to be able to live here, but it seems to me at the moment that folk are taking the pee, building new sheds on permitted development so the old barns can be converted, they'll end up spoiling it for all making permitted development hard for everyone.

on the other hand surely a falling down shed is effectively a 'brown field' site and a house to replace it is an improvement?

Too many variables, but generally such a building won't have much traffic and will eventually be near enough ground level, a house on the other hand...

Also allowing such conversions would encourage the less scrupulous to let their buildings to decay just so that they can get planning permission regardless of whether it is an appropriate location.
