If not, and it seats more than 9 people, then it's a minibus. Regardless of whether it's a trailer or not.
In which case, if it's single wheeled, the rules apply.

Pg 62 GTMR does not specifically exclude trailers.

• that tyre age is recorded and monitored for the entire fleet on the tyre management system and that tyres aged more than 10 years old must not be used on the front steered axle(s) of HGV, bus or coach or any single wheels fitted to a minibus (9 to 16 passenger seats)

No trailer may be used for the conveyance of passengers for hire or reward. Broken-down vehicles carrying passengers may be towed provided they are not drawn faster than 30mph and the vehicles are attached by a rigid draw bar.

In DVSA language Vehicle can mean trailer as well.

As I said before, I think the CLA is wrong. However some copper may not agree, so they're saving they're members hassle by telling them about it.

It's not. But some copper who knows a minibus has 9-16 seats may ARGUE it was, because he doesn't know differently, and insist on doing you because it's got an old tyre.

A little bit of knowledge is dangerous. And there is a LOT of road law to learn - a lot of policeman will admit they don't know anything about the road laws of ag.

I would think it could be classed as a mini bus, as it is carrying paying passengers, all be it not directly, it will be factored in on the shoot, and this may also apply to tractors pulling tractors front tyres pulling it, same may go for shows and other public events where trailers are ferrying people about like at some airports
It will have to go to court the prove whether it is law or not

considering that agriculture is never mentioned in the documentation or in the umpteen consultation papers i was sent i doubt it will need proving in law

A passenger carry vehicle would be classed as a passenger carrying vehicle. Self propelled and fitted with seats, if you need further clarification.

An agricultural trailer would be classed as an agricultural trailer. For clarification, that would be a trailer towed by an agricultural tractor for purposes agricultural.
