International 574 hydraulics

Got a 574 oil plus filter is new. The issue is with the hydraulics. The link arms are very slow to lift unless I use the spool valve at the same time

I have heard the priority valve sticks, or the unloader valve sticks and causes this, but I have no first hand experience on this one,

A 475 with the same problem in the classic section as well. Same tractor?

Yes, it's sounds very much like the unloader valve at fault.
This valve block is under the seat, there are a number of problems that can occur, the most common being the unloader valve piston getting a blocked orifice. ( Marked green )

Yes same tractor I hadn't realised there was a classic section until I posted it in machinery.
