Yes, and....?
What you get with all models listed in the red box for Air and Pros.
The extras you get with the cellular models listed in the green boxes and includes GPS.

Yes. Not news. Does the wifi-only enable navigation when tethered to an iPhone though? Or another question, isn't the large screen on the 7 and 8 Plus and newer iPhones big enough to use for sat-nav without even buying an ipad air? My wife hardly uses her small iPad any longer, preferring to use her iPhone7 Plus for some reason. Even uses it extensively as a Kindle book reader.

It is possible that not everyone uses an iPad for the same way you do.
When I got my first iPad I wanted to use it for recording soil sample points amongst other GIS jobs so I wanted the cellular version for the GPS chip, even if I only ever put a PAYG SIM card in it a couple of times when I took it with me on holiday.
I was merely making an attempt to be helpful and point out that if a person wanted an iPad with GPS they need the cellular version as it is a point that can be easily missed, there are jobs where you don’t want to be juggling with a phone and an iPad in the field.

Excuse me asking, which one did you purchase or perhaps your still deciding.
Are apple IPads the same price which ever store sells them?

i bought an IPad Air, just couldn’t justify the Pro for the use I have, price difference went a long way to a new motorcycle helmet that I needed ?. Very pleased so far. I bought from Apple store, supply seems to be an issue elsewhere. Took nearly 3 weeks to deliver.

There's is the WW Apple shindig this afternoon where lots of new products will be launched. They have had the Covid shutdown at the factory [which they don't own] and lot's of back orders that have not been fulfilled before production was shifted to new models. So there has been a shortage of some products, somewhat mitigated by the high street lockdown although sales online must surely have risen substantially.
Online sales as a whole have really rocketed during the last few months, which has also resulted in a shortage of new vans for sale. Strange times.

Bargain iPad at the moment, which may possibly change after 5pm today is the 10.5 inch at £349, although I wouldn't buy it with the basic 32GB storage, which is very little. The 128GB at £449 is more versatile and for the very few that want the cellular model, it is £579 [a heck of a premium]. All including VAT of course, which can be claimed back if used for an eligible registered business
