Any suggestion on who to approach to hire an engine driven pump to power a travelling sprinkler?

4,000L and hour
And arroximately 100m head drawing from a small lake

You need a licence to draw this much water and that will take a long time

You can take 20,000 litres a day , without a licence, but not for sprinkler irrigation.
I think they would ignore a small garden sprinkler.
Trevor Fuller at Fuller water systems may be able to help, you would not need a very big one unless you are pumping a long way.
Also Ellis irrigation near Norwich did do a lot of small scale stuff
