Is this bale stack safe or not?!

Fellow opinions sort please

Just going through my HSE file of recommednations, some very relevant, some I feel excessive, below being one of them.

only need one hay bale a month tops so deliberately stacked leaning in so they cant topple over as near the front of shed.

is this safe or not? I was told to restack it with less lean? Viewed from the front they are square.

I am reading the advice as being to monitor and only rebuild if felt necessary. Covering their back, as opposed to yours.

reads like it now but at that time was told it was not safe and should be restacked with less lean. I don't understand how leaning into the stack is a problem, if anything its a good thing. Leaning sideways is a very different chat obviously

I think it probably is ok but I’m not surprised they said what they did to be honest!

The HSE guide to stacking bales is no better though in my opinion, if you follow their guide you can make a downright unsafe stack.
The front row 'steps', the rows behind lean. If they were all stepped like the front row it'd be a lot safer.

Bit of a difference between putting a step in a stack where one bale covers the gap between 2 but the stack is vertical and stable - and putting a drunken lean on it - I would be concerned that there is so much batter on that that it could kick out at the bottom

They've advised you it looks a bit crap (it does) and to monitor it, restacking if it gets worse. Arse covered for them but if there was a later accident they could say they tried to warn you.
I think the danger is the middle ones might break out if the weight changes a bit on the top?
Personally my OCD would force me to restack them but they haven't told you, you have to.
What does 'common sense' tell you?
 
They look safe enough but they look a pig. They should be bumped up tight. I am a bit of a pervert for stacking bales. I love stacking little bales into a nice stack. Big squares are easy even 80x90 but you need to take time to start the stack correctly and get it correct then the rest just bang up tight and nice.
