Recently serviced, takes about a minute for steering and lift to work properly. Only happened since service. I've chamge the hydraulic filter. It's 2000 6310 premium version.

You've changed the hydraulic filter (singular) or, have you changed both (there are 2) Have you removed and cleaned the suction screen??
How many hours has the tractor done?? I assume there were no known problems pre service??
