John deere F1145 pto slips

Hi. It hapens that i run my jdf1145 low on oil. All the hidraulic worked do. The problem now is that when i engage the pto it does not turn on low rpm only on high and if i put any load on it it slips until a stop. As far as i remember the pto was turning freeley by hand when of, but now it is impossible to do by hand. I took of gearbox front cover and it seems that the clutch is not who is making it hard to turn.

Took of the transaxel, took it appart. The brake discs have no visible wear on them and looks like it does not get enought oil to release the brakes and engage the clutch. What could it be? Seals looks fine, electris magnet works, the valve also works, atleast when bloving with mouth it does its job. After takeing if the transaxel i noticed the holes where i can test the pressure, where it is lost, but now its to late.
