When is it drilled? I had good take in game cover strips which was surprising.

The difference is that the kale is going into (a very good in theory) seedbed that is warm and it has the power of the sun behind it. It germinates fast and grows like a plague, even if the flea beetle did get into it, it grows so fast they won't be able to take much out of it.

There are some options for weed control. Fertilise/feed/muck it because kale wants feeding. Make maximum use of the break to clean the land up.

When would you drill kale for game cover ? How early is too early as obviously , being The most important crop on the farm , it must perform . I was thinking that if I drilled early and it failed I could have a few more attempts .

May or June if you know it will rain. I have seen some stonking game cover kale grew far taller than I expected to the point the client would go mental.

Weed control can be done. Make a good seed bed.
