Think that black twin wall might have a better chance of taking that water than the blue pipe sticking out of the ground.

But on a more serious note would that pipe be the one that takes the water that cascades onto the road during heavy rain from the field that's the top side of the road?
Its bloody dangerous as someone who lives fairly near to me found out a couple of months ago, came around the corner hit the water aquaplaned went through the hedge rolled several times and ended up by the hedge about where the rear of the last train carriage is, ended up in hospital with spinal injuries but thankfully is ok, same day two more cars did similar but to less dramatic effect.

It is indeed the pipe that takes the water off the road it’s given trouble for years as all the rubbish and gravel off the road gets into it.
I’ve suggested a silt trap/catch pit up by road to eliminate it blocking up.
Tons of gravel in it coke cans chip boxes wrappers and a dead rabbit.

A silt trap would be the sensible thing to do, but sadly those in authority rarely do sensible.
