Well, whether its notifiable or not, ragwort will kill animals in the right conditions and thistles injure the sheeps mouth when they graze around them and then theres a likely hood of them getting orf.

I absolutely agree that landowners should get rid of ragwort/ and or thistles and not allow it to spread but it doesn't alter the fact that theres no compulsion for landowners to do anything about it or tell anyone about it.
