Knocking a pipe under a road

How easy is it to knock a steel pipe under a road for a new water main
Years ago when old steel pipe started leaking wife`s Grandad just pulled a length of 1/2 through
Always had crap water pressure.
Now looking to the future and the possibility of converting some of the old buildings into residential, we know we are going to have to improve water system

No drains or culverts under the road to run pipe through?

none under road
Telephone and water on other side, can see where they are though, because our meter is there and telephone comes out of ground and up a pole

Much depends on the soil under the road.
Firstly does it belong to you both sides?
Are there any services?
If you own it I do not believe that you can be stopped pushing a pipe through.
However if you have any services be careful, a telecom cable can be very expensive to repair , in the tens possibly 100s of thousands.
Then if the soil is stony the pipe can be diverted ether down or straight up, very embarassing.

If there is a steel pipe with a smaller pipe through it could you not push it all through with a scaffold pole with a collar and end up with a scaffold pole under the road?

I`ve already got a hydraulic hammer so half way there already
Just not sure how to make sure it turns up in the right place om other side of road

Got a guy from down your way to mole some a pipe in for us from the water meter went under two roads they can can do about 10m per pit to pit he was called mole N the hole from Seham did a good job probably worth a call other than that the directional drilling would do it PBU in Sedgefield do it but i suspect considerably more cost
