Stiff steering is usually the unit at the base of the steering wheel. Check kingpins first though, B&H hydraulics will sort steering unit for you , whitehouse for pumps, Kevin Walker for advice and used parts. Real shame JD have squeezed him out.
Most stuff on these is a metric standard, with a few bits ofVAG thrown in.

Have you taken the drums off to check the condition of the shoes and if they can actually move?

If everything is moving then it should have brakes, is there rust on the drums? have the shoes glazed hard?
Everything is all good with the shoes and drums all got cleaned up there isn't much pressure on the brake pedal you can press the pedal right down and still drive but if you shake the steering wheel fromm side to side you get some pressure to the brake pedal but not enough to stop it from driving forward or backwards

Master cylinder? Don't think the steering had anything to do with the braking system on our old 412, had a 512 after and there was some funny hydraulic/steering tie up on that.

I have been told that the steering and brakes all work off a diverting valve off the same hydraulic pump and tank
