You cannot just state a fact like that and not provide relevant documentation to back your statement up im afraid

Someone who is not nroso registered, because they dont need to be, as they are not crop assured, will not fall under the same regulations as someone who has to provide the entire paper trail to keep a jobsworth (sorry "inspector) in a job and riding round in a new car every year. This person also doesnt not claim BPS as their land isnt eligble

Said "someone" could also have passed PA1/2 over 13 years ago and have as much spraying knowledge as any other person

Does the test requirement apply to all PAE? – Yes, the requirement applies to all PAE working in all sectors, agriculture, amenity and horticulture, in fact any machine that is applying pesticides commercially. The requirement additionally applies to aerial applications and specialist equipment, including all types of fixed equipment.
