Letting land for one crop (eg Vining Peas)

Could someone explain how this can now work, as i read the handbook, the land owner is not taking the crop profit or doing any land work so he cannot claim BPS, and will lose the entitlements that he wont be using that year forever. Is that correct or have i misunderstood it?

Was told recently by someone who should know that using a licence in this instance is perfectly reasonable, particularly for a short term crop like vining peas. Licence being an arrangement where landowner claims BPS. Need to make sure paperwork is right.
