Get the bolts moving with heat , retighten them,or a new pair and then do then a couple of short lengths of weld using 312 dissimilar steels rods either side along the join gap will stop the movement that allows the bolts /holes to wear undo etc.

what it looks like shouldn't be a an issue really as strength and reliability is all.

As been said they’re fine thread, too much heat and forcing them around will just weld the bolt to the threads. If they won’t budge with a bit of heat then maybe a more drastic approach of cutting heads off and drilling the remainders out would be better. I’ll still stand by the whack them with big hammer first approach though, you can’t hit them too much to shock the rust free!

Have you tried knocking them with hammer to shock them a bit, it will only be rust on the threads stopping them from moving. And when I say hit with hammer I mean whack them with heaviest lump hammer you have. Have you had a 3/4” bar and pipe on them? Stick it back on tractor upside down to make it easier to work on.

Otherwise you need to warm the top clevis to get the bolts to move. If and when you get them to move, move them back and forty to loosen up. Please dont weld them, it’s a pet hate of mine seeing them welded as it just looks wrong and as you never know when you will need to remove one clevis if the machine has a pair o fixed clevises.

The "shock" method is best if you can get a mate with a BIG FO ring spanner to put serious pressure on the head at the same time as the hitting the head of the bolt HARD. A socket doesn't work... Combine with heating the threaded end, that'll shift most things. Even better if pre soaked in plus gas or diesel for a week

There have been many suggestions here about hitting with lump Hammer,
Which in my experience is no good unless someone has a socket and long bar trying to undo at same time and that is after spraying with Fuchs penetrating fluid over several days

Used to get my bottles on contract from BOC too, but it got too expensive that way for 3 jobs a year. Now I just go to the motor factors down the road, they do a decent sized oxygen bottle for something like a £100 fully returnable deposit with no rent to pay, the gas itself is very cheap. Then just couple that up with a similar no-rent propane bottle (I use LPG4U) Not quite as good as oxy-acetylene but does the job in most circumstances
 
I mean call me thick but surely the easiest option is too put the hitch on the tractor and lock the hitch up..... get a 3/4 inch drive socket (not a multispline) and bar.... then the heaviest thickest longest scaffold bar you can and turn them off easy.... if it still won’t budge get the loader and push the bar round with the loader...
And all you will do is shear bolts ,if you want to do that will bring you my inch drive t bar ,
wants soaking ,in diesel for a month ,then tighten with impact gun ,then slacken off ,
backwards forwards , till they move , and if your lucky they wont ring the threads coming out , or drill out ,and put some fine power harrow tine bolts in ,

I gave it to a local welder / wizard who does bits for me now and again. He got the bolts moving and tightened them up. I know an airgun was involved.
Then he welded the lot together.
