They have no liners in a 1100 series engine from factory, some people have bored and sleeved them if worn out but liner will be very thin and not go in to the water way.

Liners cant really move UP anyway as the head is pressing them down! but some types do have seals at the bottom BUT NOT YOURS.

you have a problem with the oil cooler on side of engine block or a cracked oil way in the block, its all it can be with that much oil in water?
Not even a missing core plug in the head under the rockers if it had one will leak that quantity of oil in the water your describing and you would have water in the sump as well if it was a core plug.

If theirs no water in the oil then its got to be a crack on the oil pressure side.

Liners are are part of the block see it photo
Whole block is heavy see oil ways to oil cooler photo 2
Photo 3 is a cut away section of block to show oil ways sorry about connecting rod in the photo

Has it been run with no antifreeze? As that cooler housing doesn’t take much abuse being frozen as it distorts and cracks I changed 3 of them in the cold snap a few weeks ago, it might be possible to distort and the oil passage crossover to the water but all the ones I seen have leaked externally. I would try another cooler/housing just to be sure
