only thing i can think of is the constant feed pin 16 is corroded under the cab test it with a test lamp not a multi meter . you need to try and draw 12 volts you dont with a multimeter hope you understand my bad explanation

Yes I get what you're saying that a multimeter will show 12volts but the voltage might drop when the circuit is under load.
I'm going to get the alternator checked and I will go through all the wiring again.

Good news everything is working again!
I followed the wires from the battery and I discovered a poor repair that a previous owner had done hiding behind the engine. I cut it out and replaced with new connectors and that solved the problem. I was still getting power to the box which threw me off big time.
