Massey indicator problem

Have an ongoing issue with the right hand indicators on a 6290, it started with the dashboard light staying on instead of flashing and it made a constant buzzing noise- if left for a minute or so it would start working as normal, over time this got worse and it just buzzed the whole time when turned on.

1st i changed the indicator stalk as the horn and screenwash also weren't working- this seemed to cure it for a few days then it reverted back to the initial problem. Then i changed the flasher relay/unit and now the dashboard light flashes a few times as normal (but the indicators don't flash) then it flashes at double speed as if a bulb is blown but they are ok.

So far i have established:

It doesn't make any difference if a trailer is plugged in or not
All bulbs and indicator units and connectors look fine
The hand right indicators don't work with the hazard light switch on either
Tried another new indicator stalk and it doesn't make any difference either
No power coming to either front or rear indicator cluster or the trailer socket when indicating
The red power wire into the flasher unit on the right hand side of the steering column is a constant 12.2 ish volts when trying to indicate right but when indicating left (which works fine) it fluctuates up and down corresponding to the flashing.

So what am i missing- is there another control unit somewhere or a dodgy earth or ????

Thanks
