All the other functions work, if I let the arm down a bit by loosening a pipe then it will go back up ok, electric spools, any suggestions?

Sounds like the check valve could be broken in the spool block. Had this on our our pa95 a couple of years ago. Page 52, part 12 the little pins on the end of the actuator like to snap off and jam. Easy enough get to and look at. Parts 5-11 are all in one piece so won't all fall apart when opening up. Otherwise dodgy electrics or solenoid. A multimeter and swapping the wires/solenoids over should be able to diagnose whats wrong there.
