Your mcs certificate should have been issued when you received the new supply that powered the system, the commission, full working order. You must try and contact the installer and explain you want the original mcs rescinded and a new inspection commission with new mcs certificate. Cancel your application and reapply with new cert.
So the commissioning certificate is issued dated when the system is up and running? He dated it the first visit to work on site! Power was connected in October but the mcs was dated in march.
That's roughly what he was saying he would do. Was going to get another form for the date we actually got power connected correctly.
Trouble is for two weeks now he doesn't respond to phone, email or text!

Eventually last Monday the installer replied to an email to say he had been ill and unable to communicate. He would sort the job later that day. I apologised for pestering.
A week on and still nothing. No replies to email, text, phone call. I even rang off two different phones and no answer so I fear he is seriously ill.
So I will ring the Mcs tomorrow.
I have asked people in the trade and they all say the commissioning date should be the completion and testing handover date. Not the starting date.
Commission has two meanings.
To commission a work of art where the date would be at the start.
To commission a system, eg a heating system where the date would be when in working order.

Hopefully the powers that be see it that way as well!

Ofgem are very serious about conformity. The MCS certificate can only be provided by the contracted party. This was brought in to remove the double glazing salesmen that charmed contracts only to sub them out.

You cannot get another mcs company to provide one, it must be reissued by this company. Check the mcs database to see if they still hold accreditation for your system.

In a nutshell, if you don't get this off him you will lose your rhi potential, cut and dried. Ofgem will ask you to cancel down your application.

You only avenue is a new cert or contact your energy ombudsman as well as your local MP for a supporting letter to give the ombudsman.

For some reason he has put the completion date a week later than the start date in march 2016 . Yet we hadn't even got the pipes in the ground till september! The actual commission date was in October!
Is this not the right approach?

No, commissioned and working, then MCS certificate. Your electricity supply!

Is this a 1 man band
Did he generate the mcs certificate
Does he have office staff that generated the certificate

If you can't get this certificate you need to contact your energy ombudsman and explain your situation

Contact mcs and explain the mismanagement of your install if you've knocked on the door of the company and it's gone.

One man band with an employee. He has been excellent. His email said he had a mini stroke and had not attended to any paperwork for a few weeks. Now there is no reply on any number.
Yes he generated the mcs.
No office or staff.
I'm sure it's just a mistake putting the commissioning date as 25.03.16 rather than 16 August. The warranty activation date for the heat pump was 9 august.
