MF PTO stuck in eco

MF 6480 the selector lever won't go into 2000 rpm pto, it won't move any further than in pic. Does feel like cable stuff, feels like an obstruction.
The 540/1000 lever works fine.
Is there anything external to check or is it surgery?

I’ve had a lump of clay stuck or a stone stuck in it before on hard going out cultipress throws a fair bit of soil at the tractor

If it’s nothing obvious the surgery isn’t too bad, spools off, top cover off and it’s all there to see.

I’ve had a ferk around and there was a lump of baked clay jamming the lever, all good now.
