If you have no 4wd it will be a mechanical issue as power is required to keep 4wd off. If a fuse was gone it would be stuck in 4wd.
Check your driveshaft first.
yes drop the oil take the plate off under where the pipe goes in drive shaft off then there is a circlip holding the shaft in pull the shaft out and catch the pack in the other hand it will fall in bits
Before you delve inside jack up a front wheel with the engine stopped. If you can turn the wheel it is a mechanical issue. If you can't you may have a 4wd solenoid stuck open so when the engine is running oil is disengaging the pack regardless of switch position.
