I know a lot of farmers have created legitimate businesses disposing of hardcore and recycling hardcore based on the limitations imposed by the environment agencies exemptions. It would appear if you live in Lancashire it is now covered by the Joint Lancashire Minerals and Waste local plan which makes all such operations illegal apart for the approved sites (mainly council owned) listed in the local plan. The assumption being that all sites in use require planning permission and any sites not on the approved list will be automatically refused permission. Be interested to find other people affected by this legislation in Lancashire and whether it is a nationwide problem.
