Yes that's why I mentioned it (5V) in the previous reply.
But I'm sure there are 12Volt equivalent if you contact the supplier.

Just if you're getting stuff from China, order and forget about it for a few weeks.
Their method of getting items to the local pickup points are quite basic, so factor this into the time allowed.
But most are very genuine suppliers .............

Use heat-sink adhesive to transfer the heat efficiently.

I would suggest the large enclosure standing upright with the clip on heat-sink (top right last picture) is the main culprit?

You need to get air into that conltrol box .................

Just to let you know the original heat-sink on those devices ("chips") are connected to a terminal or chip leg, they are not just a bit of alloy to transfer heat.

I'll get that fan fastened on and drill a few strategic holes for airflow
Got heatsinks and heatsink glue on order
I will try the fan in the fan socket on the motherboard....seems mcconnel omited that:banghead:

Would it be better to blow air into the box or suck air out?

Just dont let your new heat-sink touch anything else, you are quite limited for room in there.
As long as you have no restriction to air flow suck or blow will be fine, but suck might just be a tad better.
 
Sorry didn't explain properly ...............
If you have a 3 pin device and it has a heat-sink, one of the pins will be connected to the heat-sink.
So you have to ensure no matter how big a heat-sink you use it mustn't touch the other two pins.
(y)im just going to clean the tops of those chips and glue the heatsinks on top checking theres clearance obviously (y)
