How close to the edge of a road can a developer put a fence?
Barn conversion near me, on a very narrow lane, the developer has put the fence posts 6 inches from the tarmac. I don't think the combine will get through.
The original netting fence was about 3 feet from the road and there is a ditch on the opposite side of the lane.

Is this a private right of way or a public road?

Call Highways at your local Council and report a deliberate obstruction of the Highway. Email as well. The verge is part of the Highway!!

I remember yonks ago, a conversion off a Byway that was quite heavily used by leisure 4WD had to knock down a very fancy stone wall, as they had encroached onto the carriageway. They were well pee'd as I recall. Urban chancers....

It is a public road that was recently resurfaced by the council. The developers have removed all the grass verge leaving a drop off the road. In places there are holes 3 feet deep on the edge of the lane.

Don't think roads department will like it. My understanding is that the verge is also there for utilities. I own the ground (I think legal term is solum) to the white line but have given a right of access to the council and cannot do a land grab up to the tar. I have known house signs being removed as too close.
Also helps when a tree on the verge falls over.

The width of the highway including verge is dictated by the local enclosure notice. It is quite likely on a back lane the road is only 8 feet and that is four feet from the crown either side.
Roads tend to be 8, 16 or 32 feet wide.
It may well be the developer is with in his rights, and he is probably a chancer too .
I would be tempted to go down there with something wide when he is not around 😉

Happed around here many times. Householders get P'off with verge damage so then incorporate verge into garden. Telegraph poles and street lamps sometimes in gardens.
Local authority/highways never interested.

Have a very similar issue near us down what is already a sh1t of a lane has been made even narrower by a developer to the point we can no longer get down it.
 
Sounds like you should get a few young farmers together and then attempt to drive the combine down the road (to put it away in long term storage) as you usually do this time of year. A few young farmers will attend on the promise of a pint afterwards and get plenty of social media coverage. Have them all in overalls, couple of pick up fulls and make it look like a very expensive exercise.... my money says the home owner will change their minds pretty pronto.

Maybe they don't like him running on the grass verge , it is quite common that people take action to stop this , a local guy cemented cut off railway track into the grass verge
That's not my opinion, just passing on what happens
