I always do thus…..

If I’m served a proper job with clotted cream, then that goes on first with the jam on top.

However, if it’s whipped cream served, a poor substitute, then I’ll ask for butter too. Butter first, jam next, cream on top.

I may be all kinds of wrong, but it’s absolutely right.

No plain scones allowed. And cheese??!!! No.

Cream on top.

Best clotted cream needs for its golden crust to gleam on the top.

Putting a substance with viscosity such as Jam underneath a firmer substance as the cream can only end in slippage with a cream and jam "skid mark" down ones shirt and tie

It's difficult for me to say this as a traditional Cornishman, but lemon curd works well, cream on top though.
