I dont really want to get in to all that, I would just be happy with the sheep gone :p
I have felt like that many times, anyone's animals can get out but some folk don't care or make an effort to keep their animals in, even if this farmer is doing something to his hedge or fence how long would it take to move the sheep to another field or put up an electric fence
sounds to me like they are short of grass and he is happy to let the sheep find it where they can
 
Out of curiosity what do you use the land for?
If you rent grazing out, bill for loss of grass - as now you say he hasnt come round after he said he would - its a pee take. He said next day, and didnt show.

If its poached or you cant rent it for sheep for worms etc charge.

How many sheep?

be fair - so average grass 40p per sheep per week...... Refuse access till hes paid up!
