Neighbour needs a water reservoir, no where to put it.

A neighbour wants to build a million litre reservoir ,but hasn't the room to put it.
For various reasons selling him the area required isn't possible. But I do have an area which is suitable.
How would it be best to go about coming to a mutually acceptable arrangement, to build one for him to use. I get on well with him , just trying to work out best approach . Build it and recover costs through rent.? Rent via water volume used.
Fixed rent which is higher in first few years, to recover costs quicker.
Would need a guaranteed water volume tho .
I have no need for water myelf

That's only 25x40x1 meter for 1 million l. I'd say they do planning authorities, build, abstraction licence ??? and peppercorn rent reverting to you in event of cessation of interest. If they pack it in you can have a goldfish pond.

A million litres is only 20 x 20 x 2.5 meters does it need a liner?
You will need a EA licence if they are using it for anything .
Let them pay construction cost, if they give up the need for it after a couple of years you will inherit a Large puddle, not much else

Maybe not if you can keep extraction below 20 cube a day unless they have changed the rules.
