You'd probably need to go for something without a receiver, like some hydrovane units? Most regular piston workshop compressors with a reasonable sized tank for spraying are going to get caught by the rules. I think anything above 250 bar-litres (pressure x tank volume) is inside the rules.

so the written scheme has to be drawn up by a competent person.
some of it reads like it could be a competent self employed person but i read in another document this,

To help users or owners judge levels of competence, a national accreditation
scheme has been developed by the United Kingdom Accreditation Service (UKAS)
for bodies that provide such services.

which would suggest its a certified ukas outfit.
is it law that you need to get a ukas man or is it possible to draw up your own written scheme.
