New hedging Grant

From my reading I can do a capital grant application for gapping up hedges, with no link to a stewardship scheme. Can I use this gapping up to plant a new hedge? I think it is BN7. BN11 which is for new hedges is only available for the higher tier scheme I think. I do have some hedges I can gap up and would be happy to do, but I also want to put in a new hedge. Thank you.

Just my opinion but I would think you could apply to do this simply on a capital works application under Hedgerows and Boundaries. They award agreements based on the quality of the claim but as they have a very low uptake now you would probably be accepted.
Don't count on them paying you though.

Going to try another angle instead of the RPA. Woodland trust do a 60% grant for new hedges. I think they discount the new hedging plants, so no retrospective payback. I have applied for planting in late winter/early spring 2020.

No fencing costs covered unfortunately. But it either go down the RPA route and struggle to get your money back, or buy some hedging at a discount. I need the fence anyway, and would like to put in a hedge, so if I can get the hedge cheaper then I will be happy.
