New vehicle access onto a bridleway - is planning required

We've got existing vehicle access from a yard onto our own farm roadway, a few hundred years old. The road which then turns into a narrower track is a bridleway. If we wanted to put an additional entry / exit 50m further down through a widish verge (admittedly where the roadway becomes a narrower stoned track - but still busy public r.o.w) do we need planning permission?
Would like to know before approaching council's planners - so I don't put my foot in it :)
Anyone know please?

Only need planning for a new entrance on a classified road so you're fine, just do it
