Is it legal for the council to at the same time have a historic obligation to provide a market site, but then make the lease sufficiently expensive that it cannot operate? Guess it must be..

probably one of the most accessible markets in the country in its day, I always thought it‘s day had come when they started to build the council offices almost within touching distance of the bull pens!
Yep.

Remember parking up with a livestock trailer on and a council paid parking attendant tried repeatedly ticketing me
