Sounds ok so far. You've got to try and deal with them face to face first. If you're not getting anywhere, cover your own backside by emailing the Environment Agency in case they come after you in future when someone downstream of you decides to report you.

Just got to be careful the EA don't decide that it's the landowner who's carrying out the discharge!

be very careful, we have just had a 41/2 hour record, and site inspection by them, the problem ? blocked council drain, water on the road, turned into mud on a wet day, by the verges not maintained. We had a go at the drain, but needs more than rods, used to keep verges tidy, till council threatened to bill us for any damages. 4 1/2 hours here, NVZ records not recorded as the 'book' requires, although all information there, so a bill to get that done to 'his' satisfaction, not allowed to use 1 pit for silage, till we concrete the base, nor another till we put a bigger effluent tank in, 18 cubic meters, got a grant application in for concrete, drains and gutters, so could say nothing about them,, soil sampling, all covered, but not how 'he' liked it, so a lot more hours of shuffling paper. At least everything was written down, dread to think, if it hadn't been.
