If a 'hard Brexit' means leaving the SM and the CU, the jurisdiction of the ECJ and the 'three pillars' of free movement, then yes there was / is a mandate for that.
Every household in the UK received a Government written and dispatched handout explaining that voting to leave the EU would definitely mean all of the above and a majority did so.
The problem that the Cameron Government and Remainers in general have is that they intended all of the above as a threat, while the rest of us took it as a promise.

The thing is, if the Conservatives get a decent leader who'll see Brexit done properly and isn't attached to too much party dogma, they'll get all of the old Tory and UKIP voters and probably a fair few Labour voters too.
