Without preheat, is there plenty of smoke out the exhaust when cranking?? If not , a ir may be the problem. Fuel at the injector doesn't mean it has enough pressure.

Maybe some crap in the fuel lines restricting the full flow of fuel? worth blowing the lines with air maybe, if not, like others have said maybe crap in the injectors?

It still needs heat to start,so yes, check for battery voltage going to the busbar first. It may have voltage but not enough current if there is a bad connection or poor wires. You could connect a 55w work light bulb between the glow plug feed wire and earth to check.
