The seed dressing on oilseed rape is like a shell coating. After its planted the cotyledon often pokes through wearing the dressing like a hat. This then falls off. In this instance does it really do any good ?

The coated shell is the seed epidermis. The treatment should be dissolved in the soil solution and then is taken up by the roots of the plant. You're right - not much direct contact. The only seed dressing I'd choose again is Cruiser or Modesto but the bought in seed I did get wasn't available without the dressing.
