Depends what you already have and what you want
For putting Clover or Herbs into a goodish ley then yes. For boosting up a silage ley that's got some good grasses left in it then yes
But if the ley is full only low producing grasses weeds and the surface looks like thatch then probally no, with hard work you may get a take , but that old stuff will soon strangle it out again
Ancient pp recently cut youd be as well to knit in some fresh grasses, maybe some clover to fix N, maybe a few herbs if they're going to pay you for it. But a tired silage lay you'd probably be better burning off and redrilling with a new silage lay.
Did none of you lot pay attention to the “coloured” chap in the nightclub toilets? He was always going on about no spray, no ley. I can only assume he was referring to killing off old grass first before improving pastures.

But on the Right , Hybrid Ryegrsss Overseed drilled into a silage field after 3rd cut last year ,
