Pallets under bales, or not?n tar

Unsure which is the best method to prevent bottom layer of bales getting black and damp during storage on compacted hardcore within the shed.

Historically have kept back old small straw bales act as a base every year. Most of these have now got too bad to use and will go to the muck heap. With new bale straw being more valuable these days been thinking about using pallets.

Will plastic tarpaulins make the bales sweat? Pallets were my favoured option and will no doubt keep the bales off the deck; but will they also be used as one vast leisure centre and entertainment complex for long tails?

Any opinions welcome, but new damp coursed concrete is not really an option.

I laid wedges of big bale straw down and just used it as bedding as I emptied the shed over winter.
Works reasonably well for a year or two, but not longer really, as the bottom bales get quite smelly given long enough.
