Plans to allow paragliding, games, camping and hang gliding on open access land in Wales have been criticised by a farming union.

NFU Cymru will be raising awareness of radical new proposals in a new Welsh Government consultation during this year’s Merioneth Show.

NFU Cymru fears the Welsh Government proposals buried within the consultation entitled Taking Forward Wales’ Sustainable Management of Natural Resources if taken forward will have major repercussions for farmers in the county.


Meirionnydd NFU Cymru County Chairman, Geraint Rowlands, said: “The proposals put forward in this consultation to change access legislation make for alarming reading for farmers in Meirionnydd and indeed many other areas of Wales.


“Proposals include changes to current restrictions on Countryside Rights of Way (CRoW) access land to allow organised games, camping, hang-gliding and para-gliding on all access land. CRoW access land extends to 460,000 hectares in Wales and extending the range of activity has the potential to impact hugely on the day to day running on farming businesses, not least those that have diversified into camping. Meirionnydd is an area that relies heavily on income from tourism and many farmers in particular have diversified into camping businesses, for supplementary income. If the proposals to allow camping on any access land (under the CRoW Act 2000) came into force, members of the public could camp anywhere on those 460,000 hectares…for free.


“Along with the obvious monetary impact and the increased liability on farmers, there is also concern that these additional activities could disrupt wildlife habitats, scare animals, create ruts on land and injuries could occur whilst carrying out these activities in remote areas.


“Whilst we wish to see the public and their pets enjoy their time in this beautiful area of Wales, we do have concerns that allowing access to camping, organised games, hang-gliding and para-gliding could impact on the running of farming businesses.


“Welsh Government is also consulting on proposals to extend CRoW access to include rivers and inland waters and coast and cliff areas as well as allow cycling and horse riding on footpaths. I believe the Welsh Government has failed to properly think about the consequences that such proposals could have on the industry and I urge you all to contact your AMs and respond to this consultation to make your views known.”

If you have concerns about:

- Horses and bikes on all footpaths
- Wild camping on all access land
- Paragliding on all access land
- Boats and swimmers on all inland water

Write to your AMs.

if there is horse riding on all footpaths, who is going to pay to put bridges over ditches and change styles for gates? At present the council pays for styles and over a ditch here they placed two sleepers (but this would have to be replaced by a bridge if there was horse access).

I am emailing in relation to the proposal to convert all footpaths in wales to bridle paths. As a landowner, with a footpath over one of my fields, I have an opinion on this proposal.

Firstly I purchased the farm, aware there was a footpath on it, however I did not expect it could be upgraded, nor was that shown up during searches, so this is a proposal that interferes with my private property. It seems almost like nationalising land via the back door.

I think food production is an issue, and will become more so in the future, so food security is of paramount importance. This proposal will reduce food production, which I think is a poor decision. I have lived in Scandinavia and seen how people respect the natural environment (this makes open access in Sweden work), however the British don't respect open land in the same way, so trying to import a Swedish system will not in my opinion work here.

Also, the council put a "sleeper" bridge and styles over a water way, who would pay to upgrade all this? It would cost hundreds or possibly thousands on my small farm, who will upgrade all styles to gates suitable for horses? I think there are farm better things to spend our council tax on.

For these reasons I am against these proposals
