Isn't it the fact that the clapper has been removed? The clapper weighs 4 cwt and to bring it back , hoist it up the 200 ft to the great bell and remove it again is where the prohibitive cost is. H + S is the real cost.

Just going on this report from the BBC:-

The commission says the floor in the belfry has been removed and there would be a significant cost to put in and then remove a temporary floor.

As well as the floor, the £120,000 figure also includes the cost of installing and dismantling the temporary mechanism (an electric hammer) to sound the bell.

Delaying the restoration work already taking place to enable the bongs would also add £100,000 a week to the bill.

According to Mark Francoise, it cost £14k each time, to facilitate the bongs for both Remembrance Sunday and new year.
Questions are going to be asked in the house.
I predict a big scandal in the making.

Do you know something about our Mark? Is he coming out? I note you added an 'e' to his surname. Is this the feminine gender of this name - Francois and also Farage, I have thought are pronounced in a suspiciously French way. :)

Sounds like a remainer conspiracy, knowing that removing the floor would Block Borris’s Brexit Bong. ???
