It doesn't say you can't put pasture into EFA as long as you obey the rules for fallow.

The only caveat is that these are the 2018 BPS rules - you'll be governed by the 2019 rules which aren't available yet.

If it’s down as p.pasture and not temporary grass youre supposed to ask if it needs screening......if no sssi close, no botanical or archaeological interest of any kind you should be ok ......but it can be a minefield!! ( speaking with lot of very unpleasant experiences)

Could you do the Nitrogen Fixing crop EFA option
So plough your pasture in April and down the NFC option. Beans/peas/clover ?? And then that might satisfy the EFA
Then plough up and drill WW in Oct
??

Only needs screening if it's semi-natural or uncultivated for 15 years or more. Herbicides and artificial fertiliser are viewed as cultivation.

Those rules say that fallow must be on 'arable land'. So presumably can't be on perm pasture, unless you've done something to swap it from PP to arable first?
