Permitted Development Conversion

Hi all,

I was speaking to one of our clients and he has kindly allowed us to used his PD conversion for promotional purposes and the first place I thought to post it was on here.

So this started as a steel framed, metal clad agricultural storage shed which we got permission to convert into two 6 bed, 4 bath semi's with intergrated garages.
EDIT: It was actually Classified as B8 (General Storage) at the time of application but was an agricultural building originally.

The eagle eyed will note the raised floor level, this building is in Flood Zone 2 so we had to consult the EA on the design.

Would you say that, given the current PD rules on this sort of thing, that this is the best time to get a granary etc turned into a house then?

If you got permission, how much needs to be done to say that development has commenced, and then get the rest done a bit later?

Agricultural to Residential under PD (Part 3, Class Q) must be COMPLETED within 3 years of permission being granted.

We are certainly encouraging people with the opportunity of exercising their PD rights to do it as soon as possible, there may be a time when PD rights will be revoked.

This is certainly true but there's nowt to stop you going for full planning rather than Class Q. This would mean you don't have to start for three years and then you only have to make some significant change to prove you have started. Fitting new septic tank is a favourite significant works that satisfies the start date.
It is quite likely that it will become harder to get permission so I'd say go for it now even if you change your mind later and even if you have to go for full planning rather than Class Q.

Totally agree. If you can't get it done within 3 years then full planning would be the way to go. Go in for full planning knowing that you have a very strong position with PD being a Plan B.

Totally open plan except for a small office at one end.
For what reasoning would it be refused?


They will not give 2 storey in Stafford for whatever reasons , ours was a bit marginal regards upstairs but they flat refused to accept it , so we ended up with single storey permission ... hence no photos on here ;);)

Under PD? Do you have the refusal notice as it would have to state the policy in the GPDO that it did not comply with.

We didn't get a refusal notice because they granted permission after we had altered the application. The problem with PD is the 56 day deadline , and typically the case officer left it until the last few days.
But I will ask the architect what policy they were referring to , thanks @GeorgieB82

they say adding structural elements and not a conversion the order says the following and this what all LPA are using as a get out after the high court ruling on a open sided barn "the building must be capable of conversion" very subjective wording open to a vast array of interpretation and they are hiding behind the high court ruling
 
Ok what's that involve saying whether you can get planning or not ?
We act as agents for applicants. In reality we will take a clients intentions and undertake the whole application process for them.
We will outline from the outset what issues we can foresee, and suggest changes that may avoid these issues.
We will arrange all the plans, evidence, forms, statements, professional surveys and studies etc.
We will then make the application itself, provide a buffer between the Local Authority and the applicant. We will monitor the application, consult with the case officer, negotiate any changes.
We can attend meetings and committees on behalf of the applicant.

Basically, if you want planning of any kind, you tell us what you want and then leave it to us.

We also undertake appeals and enforcements.

My main role is residential extensions and small scale applications as well as being our CAD operator. For planning you don't need Architects drawings so for most projects I do the planning drawings.

My boss is a former Planning Officer and a Chartered Town Planner and he will take on the larger projects and oversee all applications.

There is a row of differently owned agricultural buildings all with 3 acre fields. All of them doing this pd to houses. Then they all think they can get new buildings built later this year, would this be possible?
