My next question;

Does it need planning? And would I need planning permission for the concrete floor that’s it would sit on?

Yes the pad would need permission and that would efectively show the intention for the building's use to be permanent. In any case building would need permission to if the use is internded to be permanent it is nothing to do with the construction method of the building itself. I will give some examples:

  1. Shipping Container to store materials on-site for a building project - TEMPORARY
  2. Shipping Container in builders yard to store plant and machinery long term (more than 6 weeks say) - PERMANENT
  3. A Gazebo errected to protect a projcet car while the car is being worked on - TEMPORARY
  4. A Gazebo errected to undertake work on multiple cars over a substantial time period - PERMANENT
  5. A Marquee errected for a wedding - TEMPORARY
  6. A Marquee errected to be able to conduct wedding ceremonies - PERMANENT
It is all in the intention.

About to hear the result of the second application :nailbiting:

Like you, we are replacing nearly "like for like" but moving location a little with the wooden barn (after a devastating fire it's mad to re-attach it to the brick buildings).
The plan here is to replace Dutch barns with grainstore type buildings i.e. fully clad down sides and ends, concrete panels and doors - will still only be used for hay and straw for now but trying to make them arson proof if that is possible!

Quick question to you building experts :

Now they have expanded the area for permitted development buildings from 465m2 to 1000m2, do you still pay the same planning permission fee of £90(?), or is it done on size ?

That’s lucky as new building will be just under 1000 sqm so will go for permitted development.
Just having a look at online application, under type of application do I put ‘lawful development existing use’ or ‘prior notification’
